What are the Payne Phalen District Five Planning Council Boundaries?
District 5 comprises the area in St. Paul, MN that is bounded by Larpenteur Avenue on the north, Highway 35 E on the west, the line upon which Grove Street is platted on the south, and the Ramsey County Rail Authority right-of-way on the east (former Burlington Northern Railroad Right of Way).
How will the Board election occur? Who may participate?
- Participation is open to all members.
- Members are all residents of the district aged 16 years or more and representatives of business concerns in the district. [Business reps should have a letter on file from the business involved authorizing their participation or should bring such a letter with them for filing.] By-laws stipulate that two-thirds (2/3) of the Board shall be residents at large.
- Any member can seek election, nominate him/herself or any other member, and vote. Current Directors may stand for re-election.
- Some people have already submitted their names for nomination, but nominations from the floor will be in order.
- After all nominations have been made and each candidate has had a minute to speak, the members present will vote by ballot. Members will turn in the ticket stub they received upon registering in order to receive a ballot.
- Tellers will collect and tabulate ballots and announce results later in the meeting.
- Those elected will serve a term running from the third Tuesday in May this year until the third Tuesday in May two years from now.
- The By-laws of District Five state that Board members must be present at all regular monthly Board meeting, unless formally excused. Each Director must actively serve on at least one Board Committee and fulfill duties prescribed by the By-laws and the Council.
